Gallery owner Ahmet Yurtlu stated that they welcomed the mandatory implementation of a secure payment system for second-hand motor vehicle sales and the prohibition of those without an authorization certificate from advertising vehicle sales.
The Regulation on the Trade of Motor Vehicles has been published in the Official Gazette and has come into force. While the use of a secure payment system for second-hand motor vehicle sales has become mandatory for everyone, those without an authorization certificate will not be able to advertise vehicle sales. Stating that they have been voicing this issue for a long time as dealers, Gallery owner Ahmet Yurtlu said that the system also made them happy. Yurtlu said, “Those without an authorization certificate will no longer be able to sell vehicles. This was an issue we have been raising for a long time. It is a reasonable practice for citizens as well as sellers. Buying something from an authorized seller and having the support for the goods you have purchased is an advantage. If this regulation is successful, I believe it will yield good results. With the authorization certificate, a lot of work will also fall on the appraisers, and this will become mandatory. Vehicles cannot be sold without appraisal, and the seller’s information and statement will be essential in this regard. At the same time, the authorization certificate will also be added to the appraisal. In this respect, the appraisers will have responsibilities and will be required to keep this report for 5 years,” he stated.
Noting that these are advantages for citizens, Gallery owner Yurtlu said, “Citizens will know where they obtained what. At the same time, the 8-year and 160,000 km condition is also coming into effect. This was designed earlier but is now being implemented. It will be mandatory for cars younger than 8 years. Appraisal will also be mandatory for vehicles under 160,000 kilometers. When appraisers make incorrect and misleading appraisals, they will be warned the first time, and on the second occasion, it will result in the cancellation of their authorization and registration documents from the Ministry of Commerce. These are truly well-done jobs. It is an advantage for us that unauthorized individuals cannot sell vehicles. Because it is not possible to track what is happening, who is doing what here. We will seriously filter these out. In provinces without a TSE competency certificate, the documents to be obtained within 10 days will be valid. One of our biggest problems is that this job is not done by authorized individuals. When authorized people do not do this job, there are always disruptions. When you impose a standard on those who do this job, they will have to comply with these rules. This will be a beneficial system that both parties will be satisfied with.”
