Health-Sen General President Mahmut Faruk Doğan visited the President of the Presidential Administrative Affairs Hakkı Susmaz with his accompanying delegation.
Health-Sen General President Mahmut Faruk Doğan, Deputy General President Mustafa Irgatoğlu, and Health-Sen Physician Commission President Dr. Hüseyin Alperen Güldiken visited the President of the Presidential Administrative Affairs Hakkı Susmaz. During the visit, it was stated that some clauses in the amendment to the ‘Family Medicine Contract and Payment Regulation’ would cause grievances, and the issues of personnel working in the Ministry of Family and Social Services and university hospitals were conveyed. In addition, during the visit, it was requested that the mutual job change of contracted personnel employed under the 3+1 year system be enabled. Doğan presented the report prepared for the requests to Susmaz and listed the proposed solutions to the problems.

“The Family Medicine Fee Regulation should be restructured”
During the visit, the regulations made in the ‘Family Medicine Contract and Payment Regulation’ that came into effect on November 1 were discussed. It was noted that the changes made could lead to some grievances, and it was stated that the clauses causing grievances should be restructured and the criticisms should be taken into account.

The problems of personnel working in university hospitals were also discussed during the visit. Doğan stated that many employees working in university hospitals requested job changes and noted that as Health-Sen, they established the ‘Health-Sen University Hospitals Job Change Request Collection Platform’ to grant job change rights to personnel working in university hospitals. Doğan reminded that the YÖK (Council of Higher Education) has created a job change request collection platform and that the matching list created based on the incoming requests was sent to the Presidency. Doğan requested that the grievances of personnel working at universities be addressed.

“Personnel should be allowed to make mutual job changes”
Doğan also expressed that public contracted personnel must complete a 3+1 year working period to be able to change jobs, and that this situation causes grievances for the employees. He stated, “To resolve this grievance, contracted personnel should be allowed to make mutual job changes (exchange). In this context, as Health-Sen, we have established a Job Change Request Collection Platform at the Ministry of Health to evaluate the requests of contracted personnel who request mutual job changes.”

Doğan conveyed the problems of contracted personnel working at the Ministry of Family and Social Services, stating that contracted personnel could not benefit from additional lesson fees and precautionary payments for the on-call duty they performed, requesting changes in the relevant legislation. Doğan also pointed out that those working for additional lessons were employed at low wages. He demanded that the long-standing grievances of those working for additional lessons be ended by providing them with permanent employment.
