The decision regarding the support for plant production and some other agricultural supports to be made in the year 2027 has been published in the Official Gazette and has come into effect.

In the new model, barley, safflower, oil sunflower, wheat, rapeseed (canola), dry beans, lentils, grain corn, chickpeas, cotton, potatoes, dry onions, soybeans, and forage crops have been included in the planning scope by the Agricultural Production Planning Board. In the new model, the support coefficient value for the calculation of the support amount for the production year 2025 has been determined as 244 TL per decare. However, within the scope of ‘planned production’, the support coefficient for the products will vary.

A 3-year support program has been established

With the presidential decision, it is aimed to ensure the sustainability of agricultural production and food supply security, contribute to production planning, increase yield and quality, adopt environmentally friendly approaches in agricultural production, and enhance the effectiveness of implemented policies. In this context, it aims to meet the country’s needs through domestic production by improving yield and quality, keeping records up to date, and protecting producers from adverse conditions such as rising costs and price instabilities during the production process.

In line with these aims and objectives, the previously implemented support programs have been made more effective, and for the first time, a new 3-year support program covering the years 2025-2027 has been established. Agricultural supports have been announced for the first time before the production period. The supports have been simplified and made more effective. For producers to have predictability for the coming years, the support decision has been prepared for the first time for a period of 3 years, and the unit support coefficient value and support amount will be determined anew each year. With the plant production support program, farmers will receive basic support, planned production support, and production development supports.

Basic supports

Products have been categorized according to production costs. A support coefficient has been determined for each category. For the production year 2025, the support coefficient value is set at 244 lira per decare. The amount of basic, planned production, and production development support is obtained by multiplying the support coefficient value by the support coefficient. With basic support, 50% of the diesel cost and 25% of the fertilizer cost will be covered for all products. Farmers producing barley and wheat, which are in the second category, will receive 317.2 lira per decare, while farmers producing sunflowers, hazelnuts, soybeans, dry beans, and tea in the third category will receive 366 lira per decare, and farmers producing cotton and rice in the fourth category will receive 549 lira per decare as basic support.

Planned production support

Products such as barley, safflower, oil sunflower, wheat, rapeseed (canola), dry beans, lentils, grain corn, chickpeas, cotton, potatoes, dry onions, soybeans, and forage crops have been included in the list of products within the scope of planned production by the Agricultural Production Planning Board. Farmers producing products in the planning scope will receive additional support payments on top of the basic support. Producers operating under planned production will receive additional support on top of the basic support. These producers will have 100% of their diesel costs and 50% of their fertilizer costs covered.

In provinces identified by the Agricultural Production Planning Board as milk basins (Amasya, Bingöl, Bitlis, Çorum, Elâzığ, Erzincan, Erzurum, Muş, Tokat, and Tunceli), farmers producing forage crops will receive additional planned production support equal to 50% of the support coefficient. In irrigation agricultural lands located in basins where the ministry has determined that underground water levels are insufficient and there is water restriction, farmers producing barley, wheat, safflower, vetch, lentils, chickpeas, forage peas, and oil sunflower will receive additional underground water restriction support based on the amount calculated according to the product’s category. In areas where there is underground water restriction, producers engaging in planned production will have 100% of their diesel and fertilizer costs covered.

Production development support

To increase yield and quality, support will continue for certified seed use, certified/standard sapling use, organic farming, good agricultural practices, and solid organic-organomineral fertilizer supports. Other supports included in the decision have also been clarified. As part of biological and biotechnical combat support, the greenhouse package support amount for the year 2025 has been increased by 50% from 2,550 lira per decare to 3,825 lira, while the open field package support amount has been increased from 870 lira to 1,305 lira per decare. Rent support for products stored in licensed warehouses will be paid at 75% of the rental fee tariff determined by the Ministry of Trade. The participation premium support for the Farm Accounting Data Network (ÇMVA) has been raised by 50% to 1,500 lira for businesses included in this system. Agricultural extension and consultancy support has been increased by 104% to 294,000 lira.

Some provisions of the presidential decision, which also includes the basin product pattern list for the 2025-2027 plant production planning, will come into effect on January 1, 2025, while others will come into effect on May 1, 2025.

In statements regarding the new support model, Denizli Provincial Director of Agriculture and Forestry, Şakir Çınar, said, “For the first time, plant production supports have been announced for three years. For the first time, support payments have been announced before the production period. The support items have been simplified. All producers registered in the Producer Registration System (ÇKS) will receive support. Additional support will be provided for strategic products within the scope of production planning. Additional support will be provided for suitable production in basins with water restrictions. Producers producing with national seeds improved by public institutions will receive additional support. Support amounts will be updated every year based on changes in input costs. Again, with this decision, our farmers will know how much support they will receive for which product and in which basin before deciding on production. Thus, we will direct our farmers towards planned production and prevent some of the negative consequences of unplanned production.”
