Warning from President Özmeriç to tradesmen dealing with car buying and selling
Semih Özmeriç, the President of the Aydın Drivers and Automobile Association, announced that the regulation regarding the trade of second-hand motor vehicles has been changed with the regulation published in the Official Gazette dated August 27, 2024, and numbered 32645, which will take effect from March 1, 2025.

Aydın Chamber of Drivers and Automobile Owners President Semih Özmeriç stated that with the regulation published in the Official Gazette dated August 27, 2024, and numbered 32645, the regulation on the trade of used motor vehicles has been amended, and it has been decided that those without a certificate will not be able to engage in used vehicle trading as of March 1, 2025. Noting that no certificates will be issued to those who are not high school graduates from this date onward, President Özmeriç said, ‘I advise those who are engaged in or will be engaged in the buying and selling of used vehicles to complete their certificates within the next six months if they are not high school graduates.’
Özmeriç expressed his belief that the regulation will ensure the safety of both buyers and sellers and eliminate many grievances experienced in used vehicle sales. In his statement regarding the matter, he said, ‘With the regulation published in today’s Official Gazette, the procedures and principles regarding the trade of used motor vehicles have been reorganized under 5 sections and 22 main articles. The renewed regulation will be required for those engaged in the buying and selling of used vehicles, including motorcycles, cars, off-road vehicles, buses, vans, trucks, and wheeled tractors, as defined in Article 3 of the Highway Traffic Law number 2918, dated October 13, 1983.’
Reminding that the first priority for individuals engaged in this business is to register with the tradesmen’s chamber or the chamber of commerce and to obtain a certificate, Aydın Chamber of Drivers President Semih Özmeriç stated, ‘To engage in the trade of used motor vehicles, a certificate of authority will be obtained on behalf of commercial enterprises and tradesmen and artisan businesses. These certificates of authority will be prominently displayed in each business. One of the conditions for obtaining the certificate of authority is to be ‘at least a high school graduate.’ In this context, I advise those who are not high school graduates and are engaged in this business to obtain their certificates within the period granted until March 1, 2025.’
‘Promotional cards have also become mandatory’
Özmeriç noted that it is also mandatory to provide detailed information about the used motor vehicle being offered for sale, stating, ‘A promotional card containing current and easily visible and readable information about the vehicle will be present on the used motor vehicle offered for sale. This promotional card must include many details such as the brand and model, mileage, sale price, whether there are painted or changed parts, damage records, changed parts, and whether there are any liens or seizures on it. In addition, an inspection report must be obtained by the business holding the certificate of authority immediately before the sale of the used motor vehicle, and a copy of the report will be delivered to the buyer during the sale. The cost of the inspection report will be covered by the authorized business in cases where the sale does not occur due to a reason originating from the buyer, and in other cases, it will be covered by the buyer. Inspection reports are not mandatory for used motor vehicles older than eight years or with over one hundred sixty thousand kilometers.’
Expressing that he finds the regulation positive, Aydın Chamber of Drivers and Automobile Owners President Semih Özmeriç stated, ‘Those engaged in this business will be both conscious and accountable. This way, everyone will be safe.’
