The University Administrative Personnel Union (Üni-Per-Sen) scrutinized the issues faced by the administrative staff of Aydın Adnan Menderes University (ADÜ) with a press release held at the Central Campus of ADÜ. Union President İbrahim Güzel highlighted that there are ‘bank employees’ at ADÜ in his statement.

The event was attended by Üni-Per-Sen President İbrahim Güzel, members of the Üni-Per-Sen Central Management Board, union representatives, union members, and members of the press.

Emphasizing the discrimination and difficulties faced by administrative staff in universities, Üni-Per-Sen President İbrahim Güzel pointed out in his statement that the administrative staff at the university is not being employed in jobs suitable for their qualifications due to unmerited appointments and regulations such as 13/b, and their right to a career has been taken away.

President Güzel continued his statement by saying, “It has been reported to our union that instead of our dedicated staff who have worked hard for years in positions such as College Secretary, Faculty Secretary, Institute Secretary, Department Head, and General Secretary, individuals from other institutions are being brought in and appointed to managerial positions at our university, and these appointments are ‘unmerited’ appointments. If we were to detail the appointment processes that took place at ADÜ, a person who had served as the deputy mayor in a municipality was appointed to the General Secretary position in 2019. Subsequently, the person was assigned to a passive role, and this position is still being carried out by academic personnel as acting. Why is there still insistence on conducting the General Secretary role, which is an administrative position, with academic personnel? We reiterate here that the General Secretary position is an administrative position and should be conducted by administrative personnel. A doctor with a title at your university hospital has been appointed as the department head. Individuals without any work history at the university, including a social security institution employee, a religious official from the religious affairs, and teachers from the national education sector, have been appointed to faculty secretary roles within ADÜ. While there are currently 5 lawyers working in your university, why was an appointment made from outside the institution to the existing legal advisor position? A person working outside the university in Ankara has been appointed to the position of head of the SKS Department. Prior to this, another appointment was made from Ankara to the same position, and the appointed person received the salary of the department head for 3 years without ever coming to your university. It is evident that the appointments made to the positions of general secretary, deputy general secretary, department head, faculty, institute, and college secretary within the ADÜ structure are devoid of justice, merit, and career principles. Article 3 of the State Civil Servants Law No. 657 provides for the ‘Career’ principle, allowing civil servants to progress to the highest ranks within their classes. With these external appointments, the career advancement opportunities and rights of your university’s administrative personnel have been disregarded. Such appointments disrupt workplace peace and tranquility within the institution.”

“13 b/4 assignments also create victimization”

President Güzel stated that the 13b/4 assignments made to administrative personnel against their will result in them working in units that are not suitable for their roles and titles. He mentioned that the issue of pulling individuals with original titles into passive roles for various reasons and making temporary assignments in their place has been a longstanding problem in your university’s history, adversely affecting the workplace peace and internal operational order of the administrative structure, disrupting the institutionalization process. Güzel pointed out that our administrative personnel have been assigned to different units as a punitive measure due to arbitrary practices by managers and emphasized that assignments should be made according to the needs of the university rather than arbitrary practices.

“There is injustice in the assignments of AÖF, ATAAÖF, ADÜZEM, and ÖSYM exams”

Güzel underscored that there has been an unjust distribution in the assignments for the AÖF, ATAAÖF, ADÜZEM, and ÖSYM exams being conducted at ADÜ for a long time, and due to this unjust distribution of duties, many administrative personnel have not even requested assignments out of protest. He requested that a fair distribution be ensured.

“Appointments to Branch Manager positions should be made through examination”

Güzel expressed that the irregular appointments made to positions negatively affect the public conscience, stating, “According to the law, appointments to branch manager positions should be made through examination. Appointments made by first assigning someone to a faculty, institute, or college secretary position and then to a branch manager position are against the law and public conscience.”

President Güzel concluded by emphasizing the injustices faced by administrative personnel in universities, stating that they will continue to stand against these illegalities and will keep defending the rights of university administrative personnel in every arena.
