Preference Expert Ergin Sarar provided important information about horizontal transfer opportunities for university candidates. Horizontal transfer, which carries the nature of a second chance for students to be able to transfer to the department and university they dream of, can be realized through three different methods. Horizontal transfer, which enables a student registered in a higher education institution to continue their education in other diploma programs at the same level, is carried out within the scope of the ‘Regulation on Transition Between Associate and Bachelor’s Degree Programs in Higher Education Institutions, Double Major, Minor, and Transfer of Credits Between Institutions’. In this context, horizontal transfer can be done through three different methods. Ergin Sarar, the Preference Expert at Dogus University, who provided information about the methods of horizontal transfer, stated the following: ‘Inter-Institutional Horizontal Transfer can be made provided that the student has completed at least one year in a bachelor’s program (excluding preparatory classes) or at least one semester in an associate program of an educational institution, domestically or abroad, with equivalent status. To be able to transfer to Dogus University through inter-institutional horizontal transfer, the general GPA must be at least 2.29/4.00 (60/100). For equivalent diploma programs, transfer can be made between programs with the same names or where at least eighty percent of the contents are the same.’ Sarar also mentioned the departments that require ranking for success. Referring to Horizontal Transfer with Central Placement Score (Additional Article-1), Sarar said, ‘Horizontal transfer is realized provided that the central placement score of the student in the year of enrollment is equal to or higher than the base score of the department they want to transfer to. For example, if the central placement score of a student enrolled in the Civil Engineering program at Dogus University is equal to or higher than the base score of the Psychology program they want to transfer to, they can make a horizontal transfer. The right to horizontal transfer with the central placement score can be used only once and taking a leave of absence does not pose an obstacle for horizontal transfer. For horizontal transfer to law, engineering, architecture, medicine, pharmacy, dentistry, and teaching departments, there are certain ranking requirements.’ Sarar stated, ‘Institutional Horizontal Transfer between Programs is applied when a student wants to switch to the same or a different department with the ÖSYM exam result of the year they enrolled. The student’s central placement score must be equal to or higher than the base score of the department they want to transfer to. In institutional horizontal transfers to programs that admit students through talent exams, in addition to other conditions, success in the talent exam is also required.’ Students who want to make a horizontal transfer must apply between July 10-30, 2024. Among the documents requested in the application are student certificate, English proficiency certificate, document showing disciplinary status, official transcript, course descriptions and content information, ÖSYS/DGS placement and result document, copy of identity document, high school diploma, and two passport-sized photographs.
