In the June City Council Meeting of Samsun Metropolitan Municipality (SBB), out of the 36 items on the agenda, 35 were referred to the relevant commissions.
The June City Council Meeting of SBB was held in the City Council Meeting Hall under the chairmanship of the Deputy Mayor of the Council, Nihat Soğuk. In the first session where the 36 items were discussed, all 35 items were referred to the commissions for more comprehensive discussions. One item was read for the information of the council members.
Following the discussion of the items, during the council meeting, a question motion was submitted by the CHP group addressed to Samsun Metropolitan Municipality, stating that ‘the donation made from the budget to Samsun Metropolitan Municipality Sports Club, competing in the Regional Amateur League (BAL), since the beginning of the season is approximately 20 million TL, the amount given to amateurs is 2 million TL, and no support has been provided to Samsunspor Basketball’. After the items were referred to the commission, a written statement by SBB was read to the council members.

Reading the response on behalf of the Metropolitan Municipality, Council Clerk Member Mücahit Yılmaz stated, ‘Samsun Metropolitan Municipality has always supported sports and athletes in every period. The municipality has conducted sports activities in 11 different branches besides football. All the money spent by the municipality is for sports and athlete activities. The club claimed to have received a donation is just a vehicle to compete. These activities were not carried out because the private secretary director was the club president. The private secretary director has been the club president as many others have done in the past and will continue to do so in the future. The expenses of our municipality’s sports activities have been covered in the same way as they were covered in the past. They will be covered in the same way in the new period as well. It is not possible for it to change depending on time and person. Every expenditure was made in accordance with Article 7 of Law No. 5216 on Metropolitan Municipalities. Sports activities have been spread over 12 months, and expenses have been made based on activities as needed, not in the form of donations. Not a single TL has been spent outside the benefit of sports, neither privately, temporally, nor strategically. The amount spent on sports activities is not more than the average value obtained from the activity or the success achieved. The amounts mentioned in the allegations and the transfer method of the amounts are completely baseless. They are far from reality and have no benefit to sports. The expenditures in one working year are fixed as stated in the audit reports. The amount mentioned in the question motion is the response. SBB has provided 14 million 475 thousand TL in aid to amateur sports clubs. This amount includes the expenses of our municipality’s sports activities because the expenses were made through the club. The aid provided to clubs, amounting to approximately 2.5 million TL, has been carried out with a principle of increasing by 50% every year. This situation has been met with satisfaction by the clubs. The expenses for our municipality’s other sports activities have been around 12 million TL. In the new working period, the sports policy, including support from clubs, will be shaped in line with the evaluation of the past and the determination of new goals under the instructions of SBB President Halit Doğan. In this regard, football has been competed in 11 different age groups. The football team competes in elite leagues in 5 categories. The football team has participated in the Turkey championship in 3 different age groups. Our team competing in BAL finished the season as the 2nd, 2 points behind. Our municipality’s athletes have achieved 45 Turkish championships, 156 Turkish degrees, 2 Balkan championships, 3 Balkan degrees, 38 degrees including 3 international championships, 24 European degrees including 4 championships, and 20 degrees in world championships including 6 championships. Alperen Berber became the European champion in his first matches with the Turkish National Team as a Samsun Metropolitan Municipality athlete after a long time and obtained the title of ‘the youngest wrestler to become a champion in Europe with the national team’ throughout Europe. In addition, Nisanur Erbil has secured a quota for the Paris Olympics. This quota is the first quota in the women’s sword category.’
‘Appointments in the municipality were presented to the council members’
The only item not referred to the commission was the item ‘Presenting the appointments made to the council for information’. In the mentioned briefing, it was stated that Necmi Çamaş was appointed as ‘Deputy Secretary-General’, inspector Emrah Binici was appointed as ‘Head of Financial Services Department’, Volkan Toptaş, who was in the Communication Directorate, was appointed as ‘Head of Culture and Social Affairs Department’, Zekeriya Özkan, the Director of Canik Public Education, was appointed to the cadre of ‘Head of Press, Publication and Public Relations Department’, and Yücel Şirin, who served in Ankara Health Provincial Directorate, was also appointed as the head of department under the ‘Office of General Secretary’ command.
The 35 items referred to the commissions will be discussed and decided upon in the last council meeting.’
