The first draft resolution on the safe use of artificial intelligence technologies was adopted at the United Nations (UN) General Assembly. The UN General Assembly convened to discuss the agenda of artificial intelligence, referred to as the technology of the era. During the session, issues related to the development, use, accessibility, and distribution of artificial intelligence technologies were addressed. In the session, the first draft resolution aimed at ensuring safe global use of artificial intelligence, prepared under the leadership of the United States and supported by 123 countries, was unanimously adopted. The draft highlighted the various risks associated with the uncontrolled use of artificial intelligence systems, stating, “The inappropriate or malicious development and use of artificial intelligence systems can pose risks to the protection, development, and enjoyment of human rights and fundamental freedoms.” The draft called on states, institutions, and individuals to develop and support regulatory decrees in the field of artificial intelligence, and included warnings against the use of developed technology in violation of international law or with inadequate measures.

Harris: “Creates a way to manage risks”

Linda Thomas-Greenfield, the Permanent Representative of the United States to the UN, stated in her remarks regarding the adopted draft resolution, “At a time when the world agrees on limited issues, the importance of this decision may be reaching a broad consensus towards progress.” Vice President Kamala Harris, in a written statement, said, “This draft resolution creates a way for every country to both benefit from the opportunities of artificial intelligence and manage its risks.” Harris noted that the draft resolution was prepared through consultations with countries around the world, stating, “Together, we have defined a path where artificial intelligence can be used for sustainable development, where all nations can access artificial intelligence resources and expertise, and where all countries can ensure the security, privacy, and human rights of their citizens.” Harris emphasized that the adopted draft resolution clearly demonstrates that the protection of human rights and fundamental freedoms should be at the forefront of the artificial intelligence agenda.
